In the aspect of base material, we should explore and promote the production of mushroom base material and rice seedling plate base material by straw.

The first is to support Heilongjiang Province to explore the linkage mechanism between the implementation of farmland protection subsidies and straw returning, the application of organic fertilizer, and the improvement of land capacity. The former direct supply to producers is adjusted to the straw returning area subsidies, and the non returning ones are not given subsidies. The second is to support straw burying and returning to the field and leaving the field. 50% of the subsidy amount (40 yuan / mu for corn, 15 yuan / mu for rice, 30 yuan / mu for no till and mulching, 20 yuan / mu for leaving the field) will be given to the central financial support.
